A BIG increase in drug overdoses among inmates and a sex scandal involving prison officials have prompted claims that Victoria's largest women's jail is in disarray.
In the past six months, at least seven - and possibly 11 - prisoners have had one or more serious drug overdoses at the maximum security Dame Phyllis Frost Centre in Melbourne's west.
Two prison officials have also been investigated for misconduct after the acting operations manager was discovered changing rosters so he could have sex with a female prison officer at the jail - including while she was on duty.
The State Opposition and prisoner welfare advocates claim the latest drug and sex incidents show the state-run jail is in crisis.

A MELBOURNE school principal has accused government-appointed consultants of overquoting for a project funded by federal stimulus cash.
"I'm convinced that either these prices are over-inflated to stop us having the building where we want or this is evidence of over-pricing by the select tenderers," he said. "The potential for being ripped off in this is enormous."
The Herald Sun has seen a letter to Mr Grossek from project management firm APP Corporation, which was appointed by the Brumby Government.

Branch-stacking probe under fire at Victorian ALP state conference

THE Victorian ALP has been accused by its own members of failing to properly investigate allegations of branch stacking.
The finger pointing came after the party's state conference today was told an internal investigation had found no allegations of branch stacking.
"I'm really pleased to report ... that no specific allegations of branch stacking were brought before the committee," Andrew Giles, one of the members on the committee investigating the allegations, told the conference.
But Labor stalwart Eric Dearricott said the committee had delivered a "damp squib".
"The committee was meant to investigate branch stacking." Mr Dearricott said.
"They didn't necessarily have to get the information on a platter.
"They knew where to find it, they didn't do so."
John Lannan from the Flinders branch said the committee's report was "a complete cop-out".
"You haven't delivered a report which is going to end branch stacking." he said.
Mr Lannan said he and Mr Dearricott had observed party rules being abused to facilitate branch stacking at head office but neither had been invited to take part in the investigation.
He called for an independent review into branch stacking.
The committee has proposed to address the problem by trying to increase genuine memberships and making it easier to join the ALP
Premier John Brumby did not mention the controversial issue in his address to the conference today.

There is no way that Brumby can afford to set up an independent crime authority, because half his government would be in jail the following day.
The question is, what is this all about? An enquiry run by a former employee of Labor's "gang of four"?
The prediction is that the powers of such anti-corruption agencies that we have now will be watered down.

THE personal information of thousands of Victorians has been stored on CDs and memory sticks and sent to the personal email accounts of public servants, exposing "fundamental flaws" in the State Government's protection of private information, according to a damning report.

I'm really glad this one is finally out.
Any train traveller can gain access to personal information as Vic public servants do their 'work' on the train. The first time I saw it I was amazed as I worked for a federal department with stringent secrecy requirements. I could read the names and addresses of people and the amount of duty they had to pay on particular transactions. Heaven only knew what went out electronically!
Worse, were the young lawyers working through materials on cases and taking phone calls and discussing intimate details of the case in public hearing. When I asked one young lawyer why this breach, she asked where I did my law degree. I rang the law institute. Needless to say, on any given day, you can still find a young lawyer spreading all the written material of a case for everyone to read. A lot of people can read upside down and they really get annoyed when you take up more space on a train than you need.

Mr Brouwer said he had not included details of some cases because "the facts are too disturbing".

POLICE will soon have sweeping powers to search people at random, including strip-search, even if there is no reasonable suspicion those targeted have done anything wrong.
The "stop and search" tactic is part of a law and order crackdown set to be passed by State Parliament, despite the Government conceding that the legislation breaches the Victorian Human Rights Charter.
Melbourne barrister Michael Pearce, SC, president of Liberty Victoria, said the bill was undemocratic. "It will clearly involve significant intrusions on ordinary civil liberties and human rights, such as the right to walk the streets and mind your own business," he said.
Under the bill anyone can be searched if they are in a designated area and any area can be designated if violence occurred there in the previous 12 months or police receive intelligence that it may become a trouble scene.

Labor do what Simon Overland asks for and then the police do whatever Labor politicians ask of them, investigate enemies of labor and let Labor party members off the hook for crimeas against this democracy.
Take up arms at the 2010 election, stand up against labor party thugs and bullies who have no interest in preserving any democratic freedoms as ancient as the Magna Carta.
