I can't believe the ALP rules on caucusing.
Caucusing is a well known corrupt practice, and one of the reasons they sacked Wollongong Council in NSW.
Brimbank have been warned - if they caucus they will be sacked. And they are already caucusing while the inspector is away on holidays!
"An ALP caucus will be established in each municipal government area where two or more endorsed ALP candidates have been elected to office. All endorsed ALP candidates who have been elected to office shall belong to the caucus."
But this is where the fun starts. The ALP does not "endorse" any candidates in Brimbank, preferring instead to use private organisations like the shadowy "Community Labor" or "The Institute for Labor Reform" to give the impression that the candidates are endorsed by Labor.
Once they are elected they are expected to caucus, the history is there.
THE end effect is that NOTHING HAS CHANGED, the corrupt practices at Brimbank continue because they are part of the ALP structure.
We need a Royal Commission to sort this lot out.
Until then, the ALP should be made a proscribed organisation.

Clearly, the ALP as an organisation incites its members to illegal activity. It should be fined, then proscribed as an illegal organisation.

Clause 12.6.5 of the ALP rules requires endorsed councillors to pre-determine votes also on the annual budget, the appointment of senior officers, and council policies.
Clause 12.6.6 of the ALP rules states that “the vote of an absolute majority of eligible Caucus members shall bind all members of Caucus and no member shall oppose in debate in council any matter which has been determined by caucus, except by agreement of Caucus.”
Clause 12.6.9 requires members of the caucus wishing to introduce an item in the council under general business to first submit that item to the caucus for its consideration.
The rules forbid independent voting and require caucus meetings before each council meeting.
The document has in the past week gone from the ALP website.

The Brimbank Councillors are cast from the same mould as those bastards from Geelong. It will be interesting to see how spooked our caucus is at the next meeting. It took hauling two of those Geelong pigs into magistrate's court to get them thinking. I don't think ours are smart enough to see any connection.

Municipal inspector Merv Whelan lifted the lid in 2006 on the massive pot of money from business identities for candidates running in the 2004 election.
But the tables completely turned this month when it took 15 separate resolutions to pass the council's budget for public comment.
"The problem that we have in Geelong is that too much of our business is not conducted in the open. I would do away with so-called council briefings and then it would be better placed in the open."
In the past, conflict concerns have been brushed aside.

Concerned citizens slowly chipped away at Brimbank Council's seemingly impenetrable edifice. It was a disheartening and frustrating journey verging on despair. It was made even more difficult by the distinct lack of enthusiasm from state and federal ALP members of parliament reluctance to intervene. There was no organisation such as ICAC to bring the council to account. We don't need a Independent Commission Against Crime - it's all under control said Brumby. But it wasn't. Perhaps the Premier was thinking of the Liberal Premier of NSW, Nick Greiner, who set up ICAC and was forced to resign when he was found guilty of corrupt conduct.
That's why on this the first anniversary Borderline would like to dedicate this occasion to those who worked tirelessly to bring the failings of Brimbank Council before not only the people of Brimbank but to the people of Victoria as well.
The job is not over yet but the walls have been breached. For once the greater population are starting to realise their city has been run into the ground by self-serving corrupt councillors who used Brimbank Council to enrich themselves, their family and friends and were found out for doing so. They are a disgrace to the ALP.

BRIMBANK Mayor Troy Atanasovski and fellow councillor Sam David have rejected claims they were asked to step down from the council following the release of the Ombudsman’s explosive report earlier this month.
The pair both featured prominently in the report and were named as being part of the council’s former and present ruling factions.
Current Greens Councillor Geraldine Brooks as well as eminent community figures last week said that Cr David and Cr Atanasovski had been asked to stand down temporarily while investigations into possible breaches of the Local Government Act were undertaken.

In an explosive letter to Star, Cr Brooks claimed the ALP influences over the council exposed by the Victorian Ombudsman's report were still apparent in the current council and said all councillors should be sacked, including herself.
In an interview with Star, Cr Brooks said she did not believe a State Government appointed administrator would address problems at the troubled council.
"I think what could potentially happen is that it would be about keeping a lid on things that would allow some of these corrupt practices to continue into the future," Cr Brooks said.
Two weeks ago, community groups called for the sacking of Brimbank councillors, following the Ombudsman’s scathing report into the former council.
The much-anticipated report revealed a troubled council plagued by corruption, political alliances and dodgy dealings.
