Can you smell something bad in the AIR outside?
If you can smell something bad in the air it usually means that a factory or chemical plant is breaking the law. The only way to make them check what they are doing and stop is by calling the EPA every time you smell something and just tell them the street you are in. The EPA will then check the wind patterns at the time you called and if more than a few calls are received they can pinpoint the offending company. Put this number in your mobile phone or on the fridge and call it everytime you smell that really bad air!
